All other terms & conditions remaining the same, 7 works-in-hand stipulated under ITB’s Clause 3.2 of the bidding document may be read as ‘4 works-in-hand’ for work “Temporary Re-alignment of Wangdue-Tsirang National Highway (NH) – Widening & Blacktopping of road from BHU to STP-NH Junction (NIT No. PHPA-I/SE(C&P)/146-01/2026)”.

Notice Inviting Tender (NIT)

Sealed item rate bids are hereby invited for and on behalf of Punatsangchhu-l Hydroelectric Project Authority (PHPA-I) from experienced and financially sound Bhutanese and Indian bidders fulfilling the eligibility criteria specified in the Bidding Document for the Work “Temporary Re-Alignment of Wangdue-Tsirang National Highway – Widening & blacktopping of road from BHU to STP-NH Junction”.

Eligibility Criteria

The participating Bidders shall fulfil the following criteria:

1. Have average turnover of Nu./Rs. 47 million or more of any 3 years of last 5 years preceding the last date of submission of Bid.
2. Have valid trade license and BCTA’s registration certificate as Large Class (W1) category for Bhutanese bidders and Class II (Building & Road) or equivalent category for Indian Bidders issued by concerned Authority.
3. Have the latest income tax clearance Certificates. If such Clearance Certificate is not being issued by the concerned Authority, a certified photocopy of the latest income tax return shall be submitted by the Bidder.
4. Bidders should have experience of having successfully completed road works during the last 7 years preceding the last date of bid submission with the following value:                                                                                                                                                                                                                                                  Three similar works each of value not less than 24 million
   OR
   Two similar works each of value not less than 35 million
   OR
   One similar work of value not less than 47 million                                                                                                                                                                                    Bidders must submit the Completion Certificate issued by previous client(s) for the above similar works executed by them. Such Certificate shall indicate the value, date and the site of works, and shall specify whether they were satisfactorily completed.
5. Bidders shall submit from the Bank or Financial Institutions in Bhutan/India showing evidence of access to or availability of credit line of at least for Nu./Rs. 24 million

The prospective Bidders may purchase the Bidding Document from the office of the Superintending Engineer (C&P), Bjimthangkha w.e.f 12.01.2026 to 02.02.2026 on payment of a non-refundable fee of Nu./Rs. 5,000 (five thousand) only in the form of a cash warrant or bank draft drawn in favor of PHPA-I, payable at the Bank of Bhutan (Bajo or Thimphu). The bidder can also download the Bidding Document from the PHPA-I website: www.phpa1.gov.bt at free of cost. Any corrigendum/addendum/errata in respect of this tender shall be made available only at mentioned website.  

The PHPA-I reserves the right to reject any or all the bids without assigning any reason thereof.

Auction Notice is hereby issued on behalf of the Punatsangchhu-I Hydroelectric Project Authority (PHPA-I), Bjimthangkha, Wangdue for the SALE of New/Unused Spare Parts & Tyres of auctioned vechiles (Tata Safari & Sonata car) through sealed bids..

The duly filled price bid along with Terms & Conditions shall be submitted to the Office of Executive Engineer (M), Procurement Division, Contracts & Procurement Circle, PHPA-I, Bjimthangkha, Wangdue on or before 29.12.2025 at 1400 Hrs. The bids shall be opened at 1500Hrs. (BST) on the same day in the presence of the intending bidders/representatives who may wish to be present. It may be noted that the complaint whatsoever after the tender shall not be entertained.

PHPA-I reserves the right to suspend the auction process or part of the process to accept or reject any or all tenders at any stage of the process or any part thereof at any time without assigning any reason thereof.
