He obtained his MS in Energy Management with distinction from the New York Institute of Technology (NYIT), New York, USA, and a Bachelor of Electrical Engineering (First Division) from the Indian Institute of Technology, Roorkee (then University of Roorkee).
Prior to this appointment, he served as Chief Engineer in the Department of Hydropower & Power Systems (DHPS), Ministry of Economic Affairs since October 2012 promoting sustainable hydropower and integrated transmission system developments in the country. He was associated with the appraisal & approval of numerous hydropower project studies at the levels of Recce, Pre-feasibility and Detailed Project Reports. He also concurrently served as an Engineering Officer to the Chairman of the 1,200MW Punatsangchhu-I and 1,020MW Punatsangchhu-II Hydroelectric Project Authorities. He was extensively associated in the advancement of Transmission System Interconnections in South Asia and was a Task Force member for the development of the Economic Development Policy-2016.
He has completed numerous projects and programs as Project Manager, most notably the preparation of “National Transmission Grid Master Plan (NTGMP) and its Integration with the Indian Grid” for evacuation of 10,000MW to India and has dealt extensively with the Power Sector of India as the focal officer for electricity trade. He started his career in the Department of Power as the lead engineer in the testing and commissioning of 300kW and 1.25MW Hesothangkha and Gidakom small-hydro projects.
He served on the Governing Board of the SAARC Energy Centre, Islamabad, Pakistan and also on the Boards of Druk Green Power Corporation & Bhutan Hydropower Services Ltd.
